The match question is settled when the result is recorded, which can take a few chapters if the match is still being played.
The cast question is settled from the chapter’s cast list once the chapter after it is out, so the list has had a week to be completed. Every player you picked who appears counts.
Votes count once per browser and can be changed until the round closes. Nobody’s picks are shown, only how the votes split, and only after you have voted.
