The Second Phase of Blue Lock sees the program turn into a massive entertainment project with the sole purpose of further training its players for the U-20 World Cup. U20 level teams of Germany, England, Spain, Italy and France are brought to Blue Lock and each Blue Lock player must choose a country they want to train under and then put their skills to the test in a hyper dynamic tourney. The top players during this final selection will be chosen to play in the U-20 World Cup.

On June 18, 2019, the U-20 World Cup takes place in Japan, with a total of 64 countries attending, described as the highest number of attending countries in football history. The countries to be joining are France, Germany, Italy, Spain, Brazil and many others, as well as The New Generation World XI will join the event. Meanwhile Hirotoshi Buratsuta is running Side-B.
