300 high school forwards are gathered in order to create Japan's greatest striker, using the unknown Blue Lock Project, coached by the mysterious Jinpachi Ego.

Twenty-five teams are divided into five sectors to perform a round-robin match, where the top two teams of each sector will survive and the remaining three teams are expelled. However, there is still a chance for the top-scoring strikers of the remaining three teams to advance to the next selection.

Determined to sharpen the egos of his players, Ego pronounces that the remaining forwards must form a group of 5 at the end of Second Selection to advance to the next stage.

Forming a team of five, Isagi, Bachira, Rin, Jyubei, and Tokimitsu play against five world class players. Afterward, Blue Lock's remaining 35 players have to participate in either teams "A", "B", or "C" to prove their skills and ability to coexist with the top six Blue Lock players: Rin, Shido, Karasu, Otoya, Yukimiya, and Nagi. The best eleven players will be chosen to form the Blue Lock Eleven to challenge Japan's U-20 team.

The Blue Lock Eleven will face the Japan U-20 in a National Representative match for the chance to secure control of the Japan National team and show their skills to the world. But with Sae Itoshi leading the team and Ryusei Shido joining him, how will Blue Lock overcome this immense challenge?

The Second Phase of Blue Lock sees the program turn into a massive entertainment project with the sole purpose of further training its players for the U-20 World Cup. U20 level teams of Germany, England, Spain, Italy and France are brought to Blue Lock and each Blue Lock player must choose a country they want to train under and then put their skills to the test in a hyper dynamic tourney. The top players during this final selection will be chosen to play in the U-20 World Cup.

On June 18, 2019, the U-20 World Cup takes place in Japan, with a total of 64 countries attending, described as the highest number of attending countries in football history. The countries to be joining are France, Germany, Italy, Spain, Brazil and many others, as well as The New Generation World XI will join the event. Meanwhile Hirotoshi Buratsuta is running Side-B.
